Why Did Hideo Itami Debut On Raw and Not 205 Live?

As seen on last night's WWE Raw broadcast, NXT star Hideo Itami made his main roster debut ahead of his debut on 205 live. The reason for Itami making his debut on Raw is because the company is doing all they can right now to help the Cruiserweights stand out and gain more attention.
WWE has their upcoming 205 Live tour coming up and the belief is that ticket sales are not going so well, so having Itami on Raw teaming with Balor it makes him more important to the fans.
In addition, WWE has added Matt Hardy and Bray Wyatt to the 205 Live tour to help with ticket sales.
