WWE Chairman Vince McMahon and WWE Executive Vice President of Television Production Kevin Dunn are reportedly not sold on a number of the latest newcomers to the main roster from NXT. Adam Rose being kept off Raw this week is already an indication they are cooling off on his character reports The Wrestling Observer Newsletter. 

Kevin Dunn reportedly buried Rose and McMahon is not one of the easiest people to to sell new talent as main players, that is also why Paige may have the Divas championship but is receiving very little character development. Dunn is right behind Alicia Fox and her gimmick will continue to evolve and be featured.
