In an update on Brock Lesnar ending The Undertaker's Streak at WrestleMania 30, it's now being reported that virtually nobody backstage knew that this was going to happen. Even the referee for the match, Chad Patton, was reportedly told that Undertaker was going to win. However, the referees have been told to keep counting no matter what they're told the finish is supposed to be. If the wrestler doesn't kick out then that's between the wrestlers and not the referee. The only people who knew about the finish were Vince McMahon, Triple H, Stephanie McMahon, Paul Heyman, and of course The Undertaker and Brock Lesnar themselves.
As for who actually decided that Lesnar should end the Streak, the latest report is that it was actually more of a Vince McMahon decision. Two sources are both saying that Vince presented the idea to Undertaker and Undertaker agreed to do it. As for whether or not Undertaker wanted to lose, the word is that he originally thought he was going to win this match, but he did not protest Vince's wish at all.
Vince McMahon was under the impression that this was probably going to be Undertaker's last match because of Taker's health, and so Vince decided that it would be best for Taker to do the honors on his way out.
As far as the backstage reaction, it's being reported that the Streak ending was not a popular decision at all backstage.
